The Perk Grind is intentional
Survivors immediately have access to meta perks with the standard characters. Also, some of the free Survivors have multiple extremely useful perks (Dwight, Meg, Bill, David). Not to mention that some of the universal base perks are amazing as well (Kindred, Spine Chill, We'll Make It, Resilience). You can make a completely top tier meta build on Survivor without ever buying a DLC.
Killers have meta perks spread mostly across DLC characters and have a much weaker selection of universal base perks. To play at high levels on Killer with a meta build. You pretty much have to buy multiple DLCs.
Why does this exist? Easy. Survivors are the majority of the playerbase and the common starter role, so giving them the tools to perform well early on helps the health of the game. Killers are a minority of the playerbase and the less common role to start with. So restricting meta perks and easier Killers to DLCs means that new Killers will perform substantially worse, which gives new Survivors easier, more fun games.
It's honestly a perfectly crafted cycle. Especially when you consider that Killers tend to spend more money in the game and their characters take substantially more time and resources to develop as well due to their unique mechanics.

You are way overthinking this. The Devs don't even acknowledge there's a meta - they insist that because self care is at the top of the selection rates that it's potentially in need of a look-at. They really don't know what goes into playing this game because they still insist that it's a very, very casual game and ignore the legions of people screaming that it isn't. No matter where you fall on that particular argument, the Devs clearly go 'casual' and insist that people should stop using DS of their own free will instead of nerfing it or giving an alternative.

I never thought I'd see a claim this ridiculous, the grind has nothing to do with survivors vs killers.

It's less survivors vs killers and more just establishing a grind system suited to a small game before the game grew big enough to make it ridiculous. The only conspiracy theory that has any potential merit is the pay to win aspect of buying a killer for a perk instead of waiting for the shrine.
