Cannibal perk

It's not fair that Mandriano is Cannibal can always use the chainsaw. Spirit, doctor and others, they have to wait for the perk to load. It should be the same for them too

    if you are referencing the power then it makes sense.

    The cannibal is a standard 115% killer who has to chase to down with no other mechanics apart from the insta down saw which can be avoided.

    The spirit has a power which enables map along with mind and guessing games. There is a reason she is considered one of the strongest killers. Removing the cool down would make her OP.

    The Doctor actually has two powers. One which he can always use and helps in a chase and another which is on Cookson which adds madness and shows any survivor who is near. Madness when full also slows the game down as survivors need to snap out of it before doing actions such as gens.

    The difference is clear between these killers and why the cannibal is considered lower tiered than the others.
