Stealth clown nerf?

Anyone else notice this? He no longer slows himself while throwing the bottles, which is nice. But he seemed way slower than before during his reload, especially the last second or two he was going down to a crawl.

    Hope to god it's a bug. But yes, he now gets a massive slow after reloading and if he cancels the reload. He can also no longer lunge out of reload. If it's a compensation nerf for the bottle toss slow being removed please just revert both the changes. He somehow feels even more clunky now.
