There shouldn't be a need to deny BT to start with as PH.
A good PH will want to hook someone for their first stage and put them in a cage for their struggle phase. Cages prevent BT and DS from triggering, saves time when it is needed most mid/late game, can draw other Survivors away from remaining gens, and caged Survivors have higher odds of being killed faster than hooked during the struggle phase due to needing to hit skill checks.
The only time PH would need to worry about BT or DS is after a first hook in early/mid game. Where it has little to no real effect and can be dealt with if needed. The only hard part is getting Torment applied.
