You should just get the legacy pack. It's cheaper than the switch version. If not, go for: Sydney character pack. She has an annoying voice but her perk deck is the second best perk deck in the game. (Stoic is the best one and it's free and only on PC.) Her guns suck but all you need is an lmg really. You can also go for a two piece grimms crit build with anarchist.
The gage chivalry pack with the javelin is good for killing bulldozers, but it's not good for anything else. Armored transports ######### suck dont buy them. John wick heists are somewhat fun, but it's short. Scarface character pack has kingpin available, which is also a really good perk, might even be better than anarchist in some cases. The alesso heist is a mess, dont buy it. The bomb heists are ######### trash too, because the forest map has no cover. Goat simulator is a ######### heist.
The dentist heists are the best heists in the game. The diamond is mixed but i found the stealth to be cool. Hotline Miami may be the best heist in the whole game. Big Bank is also really good. Golden Grin Casino is long but it's loaded with cash. All of these except the diamond have very good paydays and xp.
You really don't need to buy dlcs other than the mods for weapons and some heists. All the good weapons are available to you: Compact grenade launcher, KSP light machine gun, akimbo grimms, and stoic is also for free. It takes time getting used to the death sentence difficulty, but for the best build you don't need any dlcs really.
Summary: Best build overall is available for free. The dentist heists are worth buying, especially hotline miami and big bank. Scarface and Sydney packs have nearly the best perks in the game.

I brought this cheap and was planning to get the Scarface dlc (big fan of the film), however I didn't really enjoy the game and only played a few matches.
