The Clown - Bad?

Genuinely don't know why the clown is constantly slated and labelled bad because I bought him recently and have been having a ton of fun and getting 3ks/4ks every game. Maybe its to do with me only being rank 10 killer but I really don't think he's a bad killer. With an ability that directly counters loops and perks like bamboozle/enduring/spirit fury to help aswell as ruin or pop to stop gen rushing I think he's completely viable.
