What do icons represent in the silent hill sets?!

Do you mean the two squares locking each other?
If yes than it means that the cosmetics can't be mix and match with other cosmetics.
For example the Nurse skin for Cheryl can only be played in that combination. You can't use her hair with Cheryl's outfit for example.
