Keep the gateau at 140% then
If you cant get it fixed before the event ends we are all better off when it stays at 140% because the likely hood of randoms using it after the event is extremely low. So I would rather keep the 140% personal stack than 104% for everyone while I won't get much out if it.
Especially as solo survivor you will not see it much used because most people keep them to use it in their swf 4 men group.

I'd prefer if they just kept the event around and then when they finally get around to the fix, count that as the "first day" of the event so we can actually get the full event's length worth of actually functioning things in our bloodwebs.

Keep it at 140% and make it stack. 700% extra BP sounds amazing.
