Exactly. Bubba goes from 115% movement speed down to 86% which is a MASSIVE drop for 2 and 1/2 seconds. If he's able to catch up with you once his chainsaw is activated, then it's probably because he was either in your hit box when he started revving his chainsaw, or he has movement add-ons and perks like PWYF.

Mostly I think people are confused. Next argument in built speed limiter as 1 shot too OP.

he gets a slowdown when charging. i think his speed slows down to 87% and the final speed is around 127% so its pretty balanced.
just find a window and vault it before he gets you lol
