Are the event items and offerings on the bloodweb bugged?

I have leveled up my prestige 3 lvl 50 Quentin over and over again and each time I reload a new bloodweb, I have just the the one gateau offering on the entire bloodweb in the exact same spot. Every single time. I wanna know if this is happening to anyone else.
