Oni's power bug, doesn't activate (PC, multiple games)

As per description of Oni's power, you shouldn't be able to get to 100% with just its passive gain.
Well in the last several games, I had my power jump to 100% passively (even though it shouldn't), but afterwards, I couldn't activate it. The sound of power ready does play. The power button is there, but after clicking it several times, it would just prompt the first couple of frames of startup and return to neutral.
I couldn't absorb orbs either. The only way of resetting this, and being able to use the power, would be to hit a healthy survivor, and actually get it to 100%
