If they're on a gen, go for the down. If they're not, 99 them and move on.

I would have actually give the exact opposite advice. At the beginning of the match is the only time people don't know who they're up against and therefore are the most susceptible to be snuck up on, regardless if they're on a gen. or not if they're not paying attention it can be a really easy expose right at the beginning of the game.

The very beginning is the only time where I'm more likely to use the stalk than not use it personally.

But it's always up to your own personal judgement, if people have noticed you and started tor reveal you right away, better to sneak up on whoever you can get a quick hit off. If the stalk is being finicky and they're not being stalked / exposed properly because they're obstructed by something like corn better to get a quick hit off as well. Only go for the full expose if you've got clear line of sight and if you are close enough to reasonably and quickly follow up on the expose, all for a quick and clean down. If something isn't working or seems off like you're being revealed, don't even think about it and just capitalize on the easy hits you can get with your power (unless they're 99 primed or close to it)

There isn't a universal approach I would say, it all comes down to personal judgement and the circumstances you're in taking into consideration your perks, the map you're on, etc. practice makes perfect.

If you can get an expose down, always do so.
