That is the dumbest thing I have ever seen. He can still be abused by loops, and now he won't have the mobility/gen pressure he normally has because of overheating.
Ya'll can talk about how "minimal" it looks. But it's a big difference at the top level. And that is something the DEVs have blatantly showed they know nothing of repeatedly.
All those survivor complaints got to them I guess.

Don't worry it'll be just like Nurse.
Because so many people enjoyed changes that included only limitations and nothing else. It made her the most played and bug free killer! You'll see it's great for Billy!

See I can understand the Nurse needing a tone down. Don't get me wrong.
However, Billy was nowhere near Nurse's level ever. I want to hear their real reason for wanting to "rework" him.

Well for a long time Billy was considered #2 right behind her.
They've said it was just updating them and tied with the addon passes they're doing for older killers. Any reason beyond that is unfortunately speculation. We can guess all day about how it's to make top tier killers worse but we'll never now for sure unless someone leaks at BHVR.
