The point of Hillbilly's Overheat is to hurt new players.

The match starts and they sprint across the map. They find their first survivor and down them instantly. By the time they have picked up the survivor, walked to a hook, then hooked the survivor, their chainsaw should be fully cooled down by this point.
For the experienced Billy mains out there (like OhTofu) not a single thing has changed, and they will not notice a difference in the way he is played.

Sprint across the map and find no one because they went to the wrong gen. They continue charging and sprinting to other gens in order to find a survivor. When they finally reach their first survivor, they have trouble downing them with the chainsaw. They are constantly going into cooldown due to running into obstacles and having to cancel their ability early.
And now with the new Overheat mechanic, they will be punished for their lack of skill by taking away their ability to use the chainsaw, because the 3 second penalty on stuns wasn't enough of a drawback.
The new Overheat mechanic exists purely to hurt new players who are still learning the killer.

the sprint won't overheat the chainsaw.
the problem is that bily needs to use the charge of the chainsaw to mindgame. it's how you play him. and that charge being limited means billy is limited in his mindgame.

Truer words have never been spoken. With everything BHVR has done to increase player acqusition, at the cost of retention, this is quite a shock.
People who use exclusively the chainsaw are also severely limiting their own chasing power around basic T walls and jungle gyms.

I think the overheat/tantrum mechanic are both implemented to make facecamping with a chainsaw harder in general

The sprint will overheat the chainsaw, but it won't stop sprinting. It will also recover faster when fully overheat, which I suppose it's a way to not penalize his mobility.

My thought process as a Rank 20 Billy (this was only 6 months ago or so):
"Man this chainsaw thing is hard to steer. Not sure why anyone would ever use it. It's faster, but I'd rather just run. This hammer sure is useful. Trusty hammer. It gets the job done. Which Perk do I want to use? Deerstalker seems pretty good. That way I don't lose people when I down them."

It will help stop people from holding their chainsaws as using that as their weapon over the hammer. I can't tell you how many times someone has held their chainsaw and made the chase go on for about 3 times as long just for a chainsaw hit, and it honestly sucks to go against.
That and it will help prevent campers for sure.

I know it technically does overheat the chainsaw, I'm saying that is not the issue.
