Have you played the ptb which was out yesterday? (not today).
Bubba has actually gotten a buff. I'd play him or watch some videos if you are not on pc and you will soon understand the changes much more than just reading about them.

I think otz put it better. Base bubba is stronger than before, but addon bubba is weaker.
