If your gonna be nerfing Hill Billy, ya know what, fine. Your game, do what you want.
But please for the love of god, get rid of the damn screech the Billy does when he chainsaws, or like, change it. It's actually the worst part now. Forget the nerfs. It's like PTB Kate Denson screams up in here!
It is genuinely the worst thing I have ever heard. And every chainsaw. OMG! PLEASE!

I don't understand why he screams, THEN he takes off 1 second later.
It's hard to flick in the moment, it gives the survivor a moment of getting more distance on you.

I wouldn't mind it, if it sounded better. And every single chainsaw, currently it's obnoxious as hell.

Even though this is funny, I'm gonna agree. It's amusing for the first few times but I'm sure for a Billy main it'll get tiring and annoying very quick. Could be worse, could be a stun with power recharge after every single power use.
Anyway yea, get rid of that gurgling battlecry every chainsaw sprint.

From videos that ive seen, he seems to roar at the same time he starts moving. But now that you mention it, I think the roar was mostly to give survivors an audio warning that he 100%ed the chainsaw rev.

He doesn't take off at the same time, there's a slight pause while he screams THEN he takes off.
Sadly, he doesn't take off at 100% anymore.

Personally I like the scream. To be fair though that's because every since I see a Puppers video where he versed a Space Billy, I've come to imagine the Hillbilly speaking like the Space Sphere from Portal 2 (Prior to that it was Boomhauer from King of the Hill) Do when he screams I can imagine he's shouting "Spaaaaaaaaaace!"

I think the scream's hella funny, I just wonder if survivors can hear it from the distance as well.
