Why Killers fear Decisive
Generally, the area around a hook has been cleared of pallets or is just naturally unsafe because a Survivor was downed there. So its relatively easy to get free hits. Even top tier Survivors can't survive very long in dead zones.
However, if a Killer gets hit with Decisive Strike, the five second stun can easily give a good Survivor a head start to make it to safe tiles and areas with unused pallets. So even though they're injured the positioning they gained from the stun can create upwards of 30-60+ seconds of chase.
Most Survivor players don't realize how many times Killers get free hits because of positioning not actually because of winning chases or loops. Decisive changes a free hit into a nearly full length chase. It's like the equivalent of hitting someone working on a dead zone generator and having to loop them at the safe tile they used the speed boost from the hit to reach.
So basically, Killers aren't afraid of a stun. They're afraid of turning a free hit and slug into a full length chase.

Sometimes killers will leave a survivor on the floor fearing DS, but with all that time wasting id rather eat the DS straight away. You will soon catch up with the survivor.
Mind you DS is so strong as killers fear it even if you have not got it lol

That's bad play. If you're gonna slug for Decisive, immediately leave and try to pressure someone else. Don't try to waste time waiting it out.
Usually, I don't intentionally tunnel, but if the recently unhooked guy pretty much walks into me or something I'll leave him on the floor and just continue playing the game normally.

Killers aren't afraid of the stun, they're afraid of not being able to move for 5 seconds while the survivor gets distance! I am very smart.

Considering that all it takes it one obsession to make the killer assume there's at least one DS in play, killers are right to be cautious.
I do agree that there are times when you need to eat the DS, but it comes down to judgement. If four survivors are still up, four gens down, and nearby pallets, getting hit with that DS will cost you. Better to slug and apply pressure elsewhere. Four gens up and the survivor was caught again? Eat that DS.

survivors escape killer's grasps always a major momentum loss as killer. When you give the chance to survivors to use this ability offensively, whenever they want, then there's a big problem.

When I do play Killer, which is rare these days, I generally try to eat as many Decisive's as I can, as early as I can. Way better to eat two DS at 5 gens then at 1 gen.

Not really fear, more like annoyed that I can't punish a survivor that just did an unhook 10m from me and I'm faced with 2 survivors both having DS and I need to leave both in hopes of finding a 3rd or 4th one letting those 2 fully heal each other losing all preassure from that hook that I should defend which would normally be the correct play if not for DS.
That happens quite often, survivors use DS not to escape from a killer but to do actions that directly damage killer's momentum (be it unhooks, doing gens etc) knowing they can't be punished without killer wasting time - either eats a stun = wasted time or sluggs and goes find someone else = still wasted time since you're losing out on sacrafice progression (that you would would otherwise get) in hopes you'll get it from someone else fast enough to not lose all preassure from chases done with survivors with active DSs if you decided to slug them and not give them free unhooks and heals/gen time.
Also lockers beiing everywhere really doesn't help, slugging would be a nice counter if not for locker tech.
