Corrupt is really good for set up killers (Hag, Trapper, Demo) or slow early game killers (Oni, Michael), but Pop, IMO is stronger if you can reliably get downs as it can be used throughout the entirety of the game and usually gives more value than corrupt.

I think Corrupt can be good on any killer.
Legion though, might actually be the one exception.
As Legion you want the survivors to be grouped up at the start of a match so you can hit as many people with your frenzy as you can, and with corrupt, survivors tend to spread out at the start of the match making it harder to chain hits.

Overall: Pop.
Corrupt can be good for forcing the survivors into a smaller area, but if you put the the perks head-to-head, pop is overall better value...as long as you can get hooks.
If you're still struggling to win chases and down survivors, corrupt will help you shrink the playing field to help you find survivors easier.

Corrupt! When playing Trapper and Hag for example it's a very important perk. Perhaps Pop is stronger on others but I like Corrupt more.

Pop is the stronger one imo. Corrupt is good if you need to setup or have trouble in early game pressure.

Really? I saw that a lot of killers are using it as survivor. As I now played against it several times I can say...it's not that bad

As someone who has played since release and consistently red ranks on both sides, I can say very confidently that when I see corrupt as a surv, my team and I just play a bit passively at start, focus more on our positioning and pregame (chests/totems), and then enjoy a killer who is now missing a crucial part of their kit. Not only is the killer now playing with only 3 perks, but their arguably most important perk, their gen protection, has been removed. Pop on the other hand will always have value. It can lock down sections of a map and give you incredible flexibility later game. The best way to determine a perk's strength is usually flexibility. Whichever perks can provide the most general strength are the ones that are often seen in the meta. Old ruin for example, always wasted time. Either the survs slowly struggled through gens or they wasted time hunting the totem. BBQ will always provide aura reading. Perks like these really can't ever be useless, so they have far more value and very little counterplay

You can play passively at the start of the game if you want, but most killers that are using corrupt are set up killers so you are literally playing into their hands by not doing gens for that 2 minutes. Corrupt is far from a low tier perk.

Pop is one of the few killer perks that will frequently win games by itself. CI is outstanding on killers that are slow to start as others have said, but Pop is just so reliable at locking down the last few gens that it's really no contest for me.

Totem hunting doesn't do anything if they aren't running any hex perks? Sure you can get your bloodpoints but that doesn't progress the game at all.

Corrupt will give every killer a chance on bad maps like Ormond, where it can be impossible to stop a generator from being done from the other side of the map.

It's one of his best perks. I use it on him with whispers.

Pop is universally good. Corrupt is also great but works way better on setup killer, it has become an staple perk on my demo whenever I want to play seriously.

Corrupt is good for deterring gen rush, but it's only beneficial for a limited time.
Combined with other perks like Surveillance, Pop can really slow down a match.

In theory pop sounds nicer due to value long term but corrupt has more impact due to its powerful effect at the most critical point in the game. The early game for killers is terrible all hands on gens and every second that first chase draws out is another gen ticking down. By the time you cross some maps a gen can already be done. It also encourages survivors to group up in a smaller space allowing for greater snowball potential. Snowball potential is really all a killer needs mid game some killers might prefer pop due to weak snowball potential but honestly your better off adding perks that can allow the killer to snowball.
The early game weakness needs to be plugged or it can be too easily exploited to put you on a losing foot that even pop can't fix.
