Killer Idea: The Fisherman(Ben Willis)
A Conniving Killer, Ben Willis desires to kill those who wronged him and those who used him, threatening them with notes before making his final move. His power, "I Know What You Did Last Trial" allows him to cause dysfunction between survivors and stop their progress while he picks them off, one by one.
His personal perks, "King Of The Hooks", "Buried Rage" and "Rip & Tear" allow him to slow down survivor progress and
Ben Willis was a fisherman, and a widower. He had two known children, William and Susie. Susie was the fiancée of David Egan. One night, they where driving and got into a fatal accident. David survived unharmed, but Susie was killed. Blaming the death solely on David, Ben killed him the next year and threw his body into the ocean.
That same night, Ben was run over by teenagers; Helen, Barry, Julie, and Ray, while celebrating Helen winning a beauty pageant. While driving home they accidentally ran over Ben. The panicking teens dump Ben into the ocean, believing him to be dead. The next day, David's body washes up on shore, and his death was declared a suicide.
A year after the incident, Ben has apparently caught up to them, wearing a black raincoat and wielding a meat hook. Julie has returned home from college and hasn't made contact with her friends since the accident. She finds a note saying "I Know What You Did Last Summer".
The friends reunite, and go confront their friend Max, who was the only one who saw them that night. Max is killed by Ben shortly afterwards. Ben makes an attempt on Barry's life by running him down with his own car, but Barry ends up in the hospital. Julie and her friends learn of David and his alleged suicide from David's sister, Missy. Missy tells them that a friend of David's named "Billy Blue" had visited her.
After Barry is released, Ben hides in Helen's closet, making her his next target. As she sleeps, he cuts her hair, and puts on her crown, writing "Soon" on her mirror in lipstick. Julie finds Max's dead body shortly afterwards, in her car's crab filled trunk. When she returns to show her friends, the trunk is empty and clean, except for a few wrenches. At the beauty pageant, Helen witnesses Barry getting murdered, but neither the body or the killer is found. A police officer begins to take Helen home, but is lured away by Ben and killed. Helen panics and runs to a local store to Elsa, the store owner and Helen's sister, but Ben manages to break down the door and kill Elsa. Helen manages to escape but is shoved into a pile of tires, and slashed to death. Helen's screams are deafened by an ongoing parade.
Julie learns the truth of Ben Willis and heads to the docks to warn Ray, who doesn't believe her. She finds Ray on a boat called "Billy Blue" and briefly mistakes him for the killer, Ray tries to reason with her before the real killer reveals himself as Ben Willis. Ben knocks Ray out. Ben chases Julie around the boat which begins to sail, while Ray steals another boat to rescue her.
In a room full of ice, Julie discovers Helen and Barry's bodies. Ray makes it aboard the Billy Blue, but is nearly killed by Ben, but is caught in the net. Ray manages to rescue Julie, and Ben's hand is caught in a rope and hoisted up by Ray. Ben's hand is cut off by the pulley, and he is catapulted into the ocean. When Ray and Julie make it back to shore, they are met by the police, who tell them that they only found Ben's hand, but the rest of the body should turn up soon.
Ben's murdering was done, but someone- or something else had business with him. The "thing" offered him his hand back for one thing. Ben did not care what it was.
POWER: I KNOW WHAT YOU DID LAST TRIAL
You know what the survivors are thinking and know to use it to your advantage.
Press the power button once to perform a powerful sideways hook slash that can hit multiple targets. This causes afflicted survivors to go into the injured state, and then exactly 30 seconds later, into the dying state, unless another survivor performs a healing action, making them waste valuable time and resources.
Press and hold the power button in order to lunge forward and inflict a crippling downward slash with your hook, downing ONE survivor. You may then make them choose between sabotaging their teammates, while granting them additional bloodpoints, or staying loyal to their friends, for which the price is death, but more BP in the altruism category/ a normal game. Survivors remain in the dying state until you carry them to a Hook, where you let them down instead of hooking them. You may only do this to ONE survivor, but you can make all choose. If all refuse, you kill them normally. The saboteur must remain sub rosa, while you must pretend to chase them. Other survivors will not receive a notification that there is a saboteur and will not know unless they have seen the Fisherman make his pact. If they figure out who the saboteur is, they may perform the "Coerce" action, which makes the saboteur change his allegiance, or the "Beat Up" action, which leaves them in the dying state for you to pick off. They are of no use to you.
You cannot make them choose if they were downed by a basic attack.
PERKS:
King of The Hooks.
You know how to handle the sacrificial hooks, as you have experience with hook-based mutilation.
Every time a survivor is unhooked, they are afflicted with the Broken status effect for 60/90/120 seconds and they are Hindered for 15/30/45 seconds
Buried Rage:
Unlocks potential in one's Aura Reading Ability. Every time a survivor reaches the healthy state from the injured state, receive a notification and the survivor's aura is revealed for 6/8/10 seconds and gain the undetectable status effect for 10/15/20 seconds.
Rip and Tear:
You can do serious damage to generators. After destroying a generator, all survivors within your terror radius scream, giving away their position. The generator then regresses by 15%20%25% and the next skill checks become slightly/moderately/tremendously difficult.

Okay, there are some major problems with this imo.
Let's just skip the mess that is the power for now and go to the perks
King of the Hooks: Two minutes of broken AND 45 seconds of hindered seems like a lot. Especially for something with no cooldown. Like, I'm not against having strong killer perks, but that seems a bit much.
Buried Rage: This seems like the least troublesome perk but it's still kinda badly balanced. Seems like a power creep of Deathbound and maybe even Nurse's Calling.
Rip and Tear: Oh ######### no. This is literally Pop + Infectious + Overcharge combined into one WITH NO PREREQUISITES OR COOLDOWN. You just slap on this perk and just have Pop + Overcharge on every single kick.
Now for the power?
The first one is alright, I guess. It's just kinda a mix of Legion's power and Bubba's power (since I assume it's supposed to be deep wounds that it afflicts?).
The "make people sabotage their teammates" thing would be the most unfun thing in the world. I know that using "fun" and "boring" to discuss balance is kinda not the best thing but that is literally just a killer power to make survivors sandbag their teammates. And maybe it's just your poor wording but my first jump to "staying loyal to their friends, for which the price is death, but more BP in the altruism category/ a normal game" makes me think you mori them. Maybe clear up that wording because a built in instant down + mori is horrible. If I'm wrong in that, correct me, but "oh hey sandbag your teammates" in a power is not something that can work.

Cool concept but I agree with the first guy his perks are unbalanced, like Rip and Tear there need to be a huge cooldown like holy [BAD WORD] that is unbalanced already but king of hooks nneds a major cool down as well but cool concept though
