I don't know where they've said that but we have a mod on page 1 saying that it's ok as long as everybody wants to participate:

Yes that’s if they participate but say I want to play regularly and not farm I can report them and it is bannable cuz I want to play the game

From first page, reply from mod. So yes it can be a bannable offense.
"Farming is voluntary and is fine as long as people want to participate. If they actively tried to sandbag you so the killer could farm with you, then an in-game report for grieving is appropriate.

I hate getting the "farm?" messages, I just replay "No I live in the city" then play like normal.

The person I replied to said "Next time someone tries to farm report them it is a bannable offense" .. s/he is basically saying any and all farming is bannable which is wrong and the mod's reply is clear, that it is fine as long as no one is forced into it. Do you understand now?

I mean, your options are to farm with them or try to play the game. If you choose to play the game, it's really up to how the killer plays. They can either ignore you, or kill you (like in the normal game you wanted).
If anything I'd blame the other survivors, for encouraging it/essentially farming you WITH the killer.
The killers job is to keep you from escaping. Being slugged while they want to farm points is a by product of that.
He PROBABLY slugged you so he could farm the others. Keeping you unable to do gens. Which again, is their role. The other survivors, however, choosing to not help and not do gens asap, would be the issue.

No one should force you to farm. However, there are situations where killers should absolutely farm:
- One or more early DCs or AFKs (even early suicides might contribute to this)
- Extreme lag spikes for all players impeding the game on one or more sides
- Special events where it's beneficial (and faster) to all involved to farm (not all events, but those that fit this criteria)

Killers and survivors don't have to farm regardless if someone dc.

It is voluntary and personally i would have just reported and next time i get them i will personally leave them on the hook.

Due to the arguments that have encroached on this thread, I'm locking it here.
And to make this clear to everyone - Farming is not something we approve of, and if people are forced into farming in a game - yes that it is reportable and bannable under the griefing category in the game.
