Mindbreaker isn't half bad on stealth killers.
Mindbreaker has become a joke in the community for how weak it is and how pathetic the length of the exhaustion is. I've found a quite decent use for it. I will be using 1 killer (the wraith) as an example. The 2 biggest weaknesses to stealth are spine chill and sprint burst. Spine chill is simply countered by looking away from the gen as you approach it. Here's how mindbreaker can work well on wraith.
I spawn in as wraith, corrupt blocks half the gens. I patrol the gens and hear one being worked on. I uncloak around a corner and when they hear the bell, they sprint burst, making me lose that precious first hit that makes wraith excel. Now let me give you the same scenario, but with mindbreaker. I uncloak around the corner, and when they hear the bell, I only have 1 second before I can hit them. The mindbreaker exhaustion is 2 seconds meaning I can get that first hit and counter sprint burst entirely.
Not only that, but it also pauses the exhaustion timer when working on a gen, making it much more difficult to recover. Hopefully this showed you why it's decent on stealth killers.

Mindbreaker should receive the tinkerer treatment imo:
Exhaustation is paused until survivors do 85% of gens.
12/14/16 seconds of exhausted status effect when doing a gen.
I think it would be decent after this buff though

100% agree. I would actually use it quite regularly on non stealth killers if this buff happened.

this buff with ruin and surveillance? sounds gorgeous

My own idea for Mindbreaker has been to make the exhaustion cumulative. The longer you spend on a generator, the longer the Exhaustion lasts when you get off of it
