They would probably first put it out on ptb and announce that on twitter before just surprise dropping it on live servers. So, basically, I'm going off of what they've previously done before.

Well your missing info..it was supposed to be on the path but the ptb was screwy so they said they were going to test it on live..yet they said nothing about it in the notes..so I'm wondering if maybe we could find out if it was sent out yet or not @Peanits
