Why’d Billy get touched when Spirit is so much worse?

Because everyone was non-stop complaining about billy forever wanting to get him nerfed. The best part is, they didn't really nerf him, they just nerfed his addons, everything else is basically the same.
But don't worry, i'm sure spirit is next again, because she's all we see complained about on the forums. Then they'll go after freddy again, after freddy they'll go after oni because "his power is like a better billy with no downside" After they take down oni, my guess is nurse will be next. Then after that, there won't be any viable killers at top tier.

Billy was also getting his much needed addon overhaul along with Bubba, so it made sense to do it now.

They needed to nerf Billy for the mistakes of survivors who caught themselves in dead zones.

Because reworking add ons and slapping a fairly forgiving overheat mechanic on Billy’s power is a straightforward change. How on earth do you “fix” Spirit in a way that most people will be happy with? Most people’s suggestions for Spirit changes would make her garbage, they have to come up with something that feels fair and makes sense without changing the entire design of the character.
Not to mention that they already touched Spirit, they added a vault animation, removed collision when phasing, nerfed her lunge, nerfed several add ons and reworked prayer beads, all changes that made her much easier to deal with.

They could fix spirit easily -- make Stridor not counter Iron Will. Or double Iron Will's efficacy.

Because Spirit isn’t a problem. She takes 2 hits to down a survivor, her distance is limited by her slow movement speed, and the fact that if she phases for distance she then has a 15 second cooldown on her power. If she messes up in a chase with her phase shes then on a cooldown and chasing at 4.4m/s until that power comes back.
Now compare that to someone who can run at 230% speed anytime they want even from the start if the trial. He’s the only killer allowed to cross the map instantly from the start. Not even Freddy is allowed to do that. In addition he has unlimited instadowns on demand, and if he misuses his power he has a minimal cooldown for a second or two.
Basically there are penalties for misplaying as Spirit and limitations on her power - with Hillbilly there are none. Spirit has to work for her snowball, with Billys power he has HUGE snowball potential all game long and is one of the only killers that can play like garbage all game but then turn around with a bit of dumb luck into a snowball the survivors cant come back from.
If Billy wasnt from 2016 he would have been nerfed into the ground already. Spirit is only unpopular because shes picked so much and because survivors either play dumb against her or dont like the killer actually having a chance at loops. I’m sure Billy isnt so bad when you’re in your 4 man swf and everyone has 3,000 hours playtime but in your average game with average survivors Billy was overperforming. You needed 4 really good loopers to beat an average Billy. It shouldnt be a case where a killer is so strong that 4 people need to play extremely well the entire game no mistakes just to beat an opponent player who is mediocre. Thats the definition of overpowered. Hillbilly was overperforming.
