Franklin's demise was alright, why a buff?

Every single time I bring a flashlight, or sometimes with a medkit or a toolbox, comes a killer with Franklin's and takes my item, everything good until the 1st hit, but once the item falls to the floor, I know I'll never pick it up again. It can even tell if they picked it! I don't want to lose the event items but I'll never get to use them if they're gone after the first chase.
