I strongly believe the Wendigo from the Until Dawn game is going to make an appearance in DBD. I got this feeling in my gut so grusome it's textbook.

What Is SCP?
I see this asked a lot so I figure I should give an explanation for those unaware. "Within the website's fictional setting, the SCP Foundation is a secret organization entrusted by governments around the globe to contain and study anomalous individuals, entities, locations, objects, and phenomena operating outside the bounds of natural law. These vary in threat level; It can be a monster capable of killing humanity (SCP-682), It can be a be a statue that kills you when not looking a it (SCP-173), or it can be a toaster that makes you think your a toaster (SCP-426)." The games made it decently popular, I'd say its about as well known as pumpkin head or maybe candyman. It's not talked about much though.

SCP, standing for Secure, Contain, Protect, is a fictional organisation based upon capturing and containing "Anomalies", things which defy the laws of nature. It can be anything from an orange blob that loves chocolate and cures depression (SCP-999) to a globe that causes everything man-made to decay (SCP-804) to an IKEA that never ends.
It's completely fictional and based upon fan submissions. I believe it's also liscened under CreativeCommons not Copyright (although I could be wrong) meaning DBD is free to use provided it shares the license, gives credit, and makes no money from it.
Although recently there was a legal battle over copyright and monitisation in Russia so yay more lawsuits first.

I don't think your "tier list" is too off track. Personally I would be happy with anything from that list except the FNAF character and I really hope we never get a FNAF chapter.

Actually, the creative commons licence does allow people to sell SCP stuff, the devs could sell it provided they give credit.

I would love some sci-fi horror in the game like the Xenomorph, so that's my fav from this list. If only BHVR would do something about the Terminator license like they did with Deathgarden(rip). Then we would have a perfect DBD sci-fi horror duo, an alien and a killing machine.

I think they can make the SCP plague doctor as a killer, and maybe some legendary SCP skins. Demogorgon can be 0-96 maybe. Oni can be that alligator with hair.

That would be cool. I love the idea of playing as someone like 106 but being able to release the others as time goes on. I made an entire chapter concept on it.

SCP has so much content though by itself, it'd be really difficult to narrow it down to 1 killer or 1 thing even. Its got a creative commons license though, so I could see it being utilized for skins, powers, maps, hell maybe they find 1 diamond among the swath of monsters they want to make into a singular killer or survivor. But its a huge ass box of content.

Thats true, It would be quite the challenge. I found the best would be playing as 106 and unleashing the most popular. SCP SL did something like that. I made a concept on it, most of the people I showed it to liked it. But that might just be my mates pitying me. Same can be said about silent hill, since there were tons of monsters from that.

True but due to the way Silent Hill has handled its games and its media, it does have a set of Iconic monsters and protagonists that make it stand out above anything else, like instant recognition. Which I think is a big factor into how people view a lot of this horror content coming into DBD. Pyramid Head, The Nurses, The giant bunny costume. Are all Super Iconic for Silent hill....although, we still have yet to get "Real" nurses.

Considering the only difference. As in how DbD works, would BEE the B's. (Both are men, in long coats, trench fur coat, and slicker. Both hookhands. Both revenge killers. DbD standards makes their greater power "dumbdown".) One's a avenging boogeyman like La Llorona. The other is a surviving victim of a hit and run. Which he survived.
As for Hannibal...
Lecter?? Mindgames in a glass cell? More like Buffalo Bill/Jame Gumb. Least then could be added a night-vision map. 😈

Bottom tiers are based on initial recognition, global appeal+community appeal or community negativity. (plus a little bit of google analytics) FNAF would be higher on the tier list, like A, but theres an equally loud section of the community that doesn't like FNAF

And Hannibal is iconic enough I think. While the other killers (Buffalo Bill and Red Dragon) make more sense power wise, Hannibal is way too iconic to not be a killer. And with him being a unique sociopath, cannibal, super intelligent and having a strong sense for smelling I think there might be potential for a cool power. Plus his chase music must be awesome. Classic music, but intimidating..

How are Sam and Dean S tier. I've only seen a handful of people request those compared to Xeno, Pennywise and Candyman. I've legit seen more FNAF request than I have most of these.
Unless it's your own personal preference then fair enough. Most highly requested I see is Xeno though followed by Slenderman, FNAF and Chucky. Candyman is up there and that's my bias is for him to be added. Quite against Chucky for a numerous amount of reasons though.
If we talk video games I'd be down for Mr. X from Resident Evil or an SCP themed paragraph even if the SCP stuff was just cosmetics and a map.
