why do killers seem to tunnel people after using deliverance?
whenever I use deliverance or see someone else use it the killer goes straight back to tunnel even though they know they have it, why?

There are some smartasses that jump the instant they get hooked.

Killers tunnel Deliverance-players because they have Broken status and are an easy target. You are basically oneshotable for a whole minute + the time you'll need to waste for a heal. The same reason why some killers tend to tunnel No Mither and For the People players.

Saw an Adam use Deliverance as soon as he got hooked in the basement. Thought I just saw the dumbest thing ever until I saw the killer got DS'd. A bit off topic but it does have some synergy with DS so I suggest using it if you can.

Because most of the time they don't have a chase, so they may as well go for the person about to sit on a gen. And, most of the time, they're still very close to the person who used Deliverence because of itchy trigger fingers.

- Broken for a minute so no healing to take a M1.
- Injured so easier to find via Blood and Grunts.
- Probably no other Survivors nearby to help.
- The Killer has a general area of where you are to search instead of exploring the entire map.
- Possibly unhooked earlier than normal meaning they can be hooked again and be closer to being Sacrificed.
- None of the above, It's Adam and you know for Entity's sake he has Deliverance. (and possibly really hate Adams)

I think nobody gave you the most important answer, so I shall spell that for you:
Time is the most important coin for a killer, the more time in match, the higher the chances to win as survivors are running out of perks and resources and lives.
Hooking a survivor increases map pressure, because one person is on the hook, at least one has to save and that leave with only two survivors potentially on gens. With the possibility of you chasing one of them to increase the pressure even more.
Deliverance breaks this balance, as the survivor team is not wasting one of the team member to go for the save, so there could be, potentially, 3 survivors on gens.
This is a huge blow to the killer's time management, so it makes sense to go back and down the survivor with deliverance to force someone to go for the save.
UNFORTUNATELY, if the survivor also has unbreakable, he/she can still save time for the team mates.
This is exceptionally strong in a 4 man team, as they will all know they can simply slam on gens as the person on the hook/ground is independent.
This shouldn't be a thing at all, AT the same time slugging more than one survivor should not be a thing either.

Deliverance gamers usually yeet off the hook before the killer even had a chance to check a gen because they're afraid of teammates flying for the unhook nullifying their Deliverance. As a result most killers come back straight to the hook because they obviously didn't even have a chance to find a new target in those few seconds.

Well when hooking someone you usually want at least one other survivor to get off gens to go help them. Deliverance means that that doesn't occur and if you're still near it might be worth going back and slugging them to get that effect. (or waste their unbreakable)

Even if they use it for their intended purpose? I only have it equipped because of a rise in tunnelling. When it dies down, I'll switch back to Resilience.

Because most of the time that survivor doesn't wait long enough to use it, so the killer is right there next to an injured survivor. Even if they have DS, the killer has very little invested to eat the DS and eliminate 2 survivor perks from the game.
