I think it should be base kit because it's such a minor buff that it isn't worth a perk slot, but in certain situations it's very good. Also, people will crawl into a hiding spot and just sit there when they are the last guy.

Slugging should have a disadvantage - possibly losing survivors in dying state because you chose to not pick them up is a risk you take. Making Deerstalker basekit would remove that disadvantage and increase killers slugging.

Deerstalker is a solid perk, it saves a surprising amount of time sometimes if you are slugging survivors because it can take 5-15 seconds at times finding a survivor you slugged if you went off to chase someone else and the slugged target crawled off somewhere. Especially when survivors have Calm Spirit or the sound is bugged and you can't hear them on the ground it can be difficult to find them again at times.

If you slug at all Deerstalker is great.

Making deerstalker basekit would absolutely increase slugging. The only reason some people get picked up is because they are crawling away and might get lost. It would also severely weaken perks like tenacity. It's fine where it is.
