No need to prestige unless you want to. You can get all the perks while never prestiging. The bloodweb never stops.

You don’t have to P3. Bloodweb is always never ending. I have all the perks on Quentin

You have to have unlocked all the perks via the other survivors and killers first, but yes, technically you don't need to prestige and you will eventually get them all.

the Bloodweb stops counting your progress as soon as you hit level 50, however that doesnt mean you wouldnt be able to continue leveling the characters.
completing a lvl 50 bloodweb will grant you another lvl 50 bloodweb, therefore you can get unlimited amounts of Add Ons, Offerings and all Perks.
additionally, once your bloodweb hits level 50 you actually get two perks each level, which makes it even easier to get all the perks on a character (you have 4 perks to pick from, two of which will be eaten by the entity)
prestige is just there to grant you the bloody cosmetics, a slightly higher chance for more rare stuff and a feeling of satisfaction. its not necessary at all, however should you want to prestige i would suggest you dont max out a character without it then, otherwise you are going to waste a lot of time and ressources, as prestige deletes all your characters progress.
you should also not instantly prestige a character you hit lvl 50 with, instead you will want to level a second character to level 50, so you can reset one of them without losing everything at once and being able to keep playing normally with others to get the points to further level the freshly prestiged character.
