Perks that are better at lower levels (upcoming Discordance rework)
At last, BHVR is taking a look at Discordance! There has been much debating here on the forums, with people divided on which level of Discordance is the best.
This discussion isn't about Discordance, though. There are other perks in the game that lose some of their potential when "upgraded". I wanted to go through some of them here.
Make Your Choice
Make Your Choice is a perk for The Pig that causes survivors to become Exposed when they unhook another survivor when 32 metres away from you. At tier 1 the Exposed effect lasts for only 40 seconds, but goes up to 60 seconds at tier 3. The problem here is that the cooldown increases with it. If you can reliably down the unhooking survivors within 40 seconds (like with high mobility killers such as Wraith, Spirit, etc.) it can actually be detrimental for you to level MYC, as this increases the cooldown from 40 seconds to 60. The higher the tier, the less use you will be able to get out of this perk.
Predator
Predator is not a very popular perk. The main purpose of this perk is to help you track survivors leaving Scratch Marks. If this perk is left tier 1, I honestly believe it does a pretty good job at this. Going further, however, is where this perk becomes a problem. At tier 3 it becomes almost impossible to find survivors who are running far away from you, as their scratch marks spawn so close together they no longer appear on walls or trees. This means that leveling this perk causes it to actually begin hindering your tracking instead of helping.
Whispers
This one is a bit harder to describe, so I made a picture for a potential fix of the perk.
Whispers is one of the best tracking perks in the game, if not the best. It tells you when a survivor is nearby, but also when a survivor is not nearby. The perk's effect becomes increasingly more accurate the more you level it, from 48 metres down to 32 metres. What if I'm on a GIGANTIC map like Red Forest? There is a very real chance you could check multiple gens, only for there to not be a single survivor within 32 metres of any of them. If this perk activated from 40 or 48 metres away, you would have known that no one was there sooner. As you increase Whispers accuracy, it becomes harder to know which areas are completely devoid of survivors.
I made this very quickly in MSPaint, so please forgive me. You should be able to understand the basic idea though. Each upgrade gives it a diamond. This means it always works within 48 metres, you gain the second middle diamond at tier 2 which tracks within 40 metres, then gains the most accurate inner diamond at tier 3, with a 32 metre range.
These were the only 3 perks I could think of, would love to see if there are more.

Ummmm..... Whispers is not better at the lowest level, it is better on 32m.
But making it like you want to, would be too strong considering it's a base game perk.
If you know how to use current whispers with the version you want came up with, it would be just too much considering it is telling you how far they are.
You could make a cone to detect where someone is.
