If I get Claudette to level 40 for the first time (no prestige level)...

Just keep going through the bloodweb and it'll turn up, you only need to prestige if you want the cosmetics

You can get it, but you don't have an increased chance of it appearing. At least, that's my understanding.

if you keep leveling up the bloodwebs you will get the tiered up verson of the perk

If you mean the teachable orange version of the perk then yes(Teachables will always show up in bloodwebs once you reach the appropriate level even if you don't grab them on the first level they are unlocked).

However getting the teachable DOES NOT grant you level 3 of the perk for said survivor(my jake still has level 1 iron will despite getting the teachable).

Perks only reset after a prestige, so if you get her to level 40 nothing will change with the perks.

If you get self care as a teachable it unlocks for everyone else and you will see it in their bloodwebs at some point.

my level 47 Tapp still has all his teachables level 1 except level 2 tenacity cause I got unlucky with the bloodwebs, have all 3 of his perks level 3 on my Jeff and Jane tho
