Perks that should be base kit
Survivor Perks
Borrowed Time - The only true anti tunnel perk (DS is basically an extra health state) having it base kit would encourage killers to always go after the unhooker and improve the flow of the game. It would also eliminate getting farmed off the hook (except in the cases of stealth killers). Having it base kit would also open up the possibility for NON META PERKS wow what an idea. Obviously making BT base kit wouldn’t do this alone but let’s just imagine other perks like DS have been balanced out.
Self Care - This is a little bit of a hot take because bad survivors will (and do) rely on it when they shouldn’t, also you could always just take a medkit but there are situations in solo survivor and towards the end game where there are only 2 survivors left and one is being chased where it would just be of a lot of use, but obviously you don’t know you’ll be in that situation at the start of the game so its hard to justify a perk slot.
Killer Perks
Pop goes the weasel - Gens pop fast and the built in slow down (just kicking gens) is really ineffective. Pop rewards the killer for getting a hook and encourages them to leave the hook. It is definitely worth the perk slot that it takes up but its a practical perk, it's boring but often necessary. Having it base kit would, like BT, open up a perk slot for perks that are both more interesting to use and play against.
HOT TAKE
NOED - If NOED was base kit it would transform from a salt generator that makes survivors feel like they’re being cheated after being surprised with it, to an ultimatum. Do the totems or the killer gets stronger. It also thematically makes sense, what is more horror than a survivor getting caught at the very end and their friends have to make a hard choice, take freedom or go back against impossible odds and try to save their friend...or random person that flash light saved you earlier in the game. I think this would be much preferable to the current end game which consists of survivors T bagging, healing, and taking hits at the gate which is just realllllly immersive. The end game is the safest time when it should be the most dangerous, I think without the surprise of it happening it wouldn’t make as much salt and make the end game more enjoyable for both roles by giving another layer to the game ( as long as you don’t JUST care about winning, in which case you could still just do all the totems because you know its always going to there)
In conclusion I have a paulie esther stream in the background as i'm writing this and he just kind of raged out (as elmo) about NOED, and then had his whole team that ran noed taunt the killer with TEAM DS > TEAM NOED, even though NOED didn't actually do anything for the killer. So what I think we should take away from that is that NOED causes even saints like Paulie to get salty and DS is bullshit lol

None, its really annoying to see this forum ask for this, that and every other perk to be basekit
If you like what a perk does,,,,, just use it, no need to turn perfectly good perks into basekit

I've seen this asked for so much and I don't even remember what it does but im going to co sign just because Pig is a lower tier killer and the 5 people who play her keep asking for this lol

Borrowed time being basekit for survivors would solve a lot of tunneling issues, and force killers to actually play better and spread out damage across the team, it would also automatically punish hook camping in some variables.
Dunno about self care being base kit, I'm pretty sure it would develop people into using bad habits instead of learning to stay safer and loop properly.
Pop as base kit would deter camping to a degree, would be interesting to see how much harder survivors push gens knowing that if they don't focus on them its GG, would eliminate a lot of new survivors running around doing random #########. Having NOED as base kit on top of that would kind of counter the urge to gen rush as well.
I think if they did make these powers base kit a lot of the mobility killers who operate without much care for the game clock would get hit with the nerf bat pretty hard though. Having just those 2 perks on top of 4 other killer perks on killers whos powers are already really strong right now would throw them over the edge by extreme measures.

Small game being base kit would actually help a lot if NoED was base kit pretty good idea, but I would have to imagine it be nerfed a bit to compensate because normal hex's already have a hard enough time as is. You'd never be able to run a perk like devour hope because your totem would be found at light speed. With that kind of dynamic you'd have to change hex perks all together into something else.

Yeah even if they did make NOED base kit (No way hell) it would be an indirect nerf to all other hexs, but in my opinion hexes shouldn't survive the whole game anyway. They should be ultra strong temporary perks. If Small Game was base trick, well number 1 ######### Trapper, but also it would hurt weaker hexes so much that they would probably all need massive buffs or reworks. It would also make third seal useful lol
