Remove perk tiers

Why do we need them, it would be soooooooo much better if we didn't need other tiers and just had the single perk to unlock in the bloodweb.

    This would be amazing, however I could see problems with Discordance and Make Your Choice because there are people who prefer tier 1 over tier 3 for them.

    Unless they compensate players who have everything unlocked with Legacy or something I don’t see that being okay.
