Does Surge even work with Ruin active?
With or without survivors working on it

Only with survivors working on gens.
If they’re not, and gens are already regressing, Surge doesn’t pop those.

Survivors have to be ON the generator for it to explode while Ruin is active. If I am remembering correctly, Surge is undamaged generators only, and Ruin auto-damages.

the more I learn and play about this perk the more underwhelming it becomes to me. What a F tier perk.

It's decent, it would be better without the cooldown, but it is still good.
PGTW doesn't work with Ruin active, and we all know that Pop is a great perk.

It's nice enough to have in general but can be really good situationally. First time I ran it there were two injured survivors committing to the last gen and I only had time to hit one. Without it the gen would've still got done and they both had adrenaline, but it didn't and they died.
Cooldown is pointless but you know how much bhvr loves them.

Definitely agree that it being tied to Terror Radius makes the cooldown redundant (needlessly weakening the usable perk) for most of the match but does make it a little less oppressive in a 3 gen if all 3 gens are basically in the terror radius...

I agree on the underwhelming part of Surge. Between the cooldown and the slightly limited range and limited effect it's better than nothing but not as good as Ruin or Pop or (depending on the situation) Thanatophobia. It's more on par with Dying Light.

Surge is actually surprisingly effective on m1 killers. It's very underrated.

Well it’s technically not any gen in the TR its only 32 meters, which yes would make it basically default TR except this means you can’t have it reach gens further and being undetectable wouldn’t cause it to not work..
Side note could you imagine if it was TR based? Gaint TR doc would be hella fun with it

You get a third of the effect - it gives 8% regression (and a few seconds of non-work time) on gens currently being worked on, but it doesn't effect generators that are already regressing (which all of them are with Ruin) and doesnt apply regression to non-regressing generators (because Ruin makes all the generators regress).
All of its little requirements really do make it a pretty trash perk. It's nice to not have to kick gens... Except it also has a cooldown timer, a radius limit, the explosion is even less than a missed skillcheck, it's just basic regression, and it only works on basic attacks (which is a mechanic that makes no sense). Even removing 1 of these would be make it somewhat serviceable.
