Why the HAG and the ONI are the only ones that ACTUALLY wound survivors during a locker GRAB?
are they more evil? are they against the entity's rules or what?

No, they are just different to fit character more. Actually Oni has 2 different animations: one is very similar to the other killers animations and another on is shown in the video.

I'd actually like some more of those to be customised, not I've actually noticed it! The touches to the few with more customised grab actions (The Hag crawling inside; The Legion holding the knife to the survivor's throat) are quite neat!

I believe the Oni one was done like that because when a healthy survivor is grabbed they change health states and give blood orbs as seen in the video, so it's more fitting that he stabs the survivor. I believe Oni has the standard grab animation when the survivor is already injured.
For me it doesn't seem like the Hag injures the survivor but more like charges (in an animal way because of her hunger) to get the survivor on her shoulders since she's so small.
Interesting observation still. I haven't really thought about the grab animations from lockers that much. I think the coolest grab animations is when the Nurse grabs a survivor in a middle of a hook rescue.
