Can survivors please be guaranteed to get their 3 perks in bloodwebs?
I want to test out the new perks at their full potential and they just do not show up in bloodwebs it's so frustrating

Maybe not guaranteed but it should definitely have higher chances for spawning.

Or at the very least have all characters teachables already at tier 3

It would at least reduce the grind of each character by 6 bloodwebs. It would be a start.

Technically you are guaranteed to get them eventually, but of course you need to grind. You could test them in custom games, though.

A good system would be if they were forced to appear at certain levels, like every 5 one should appear. Getting a character to level 50 and having all their personal perks at level 1 feels a bit silly.

I think that used to be a thing, cause I remember people complaining that they were forced to get the higher tier version of Legion's perk Discordance at early levels before they reworked Blood webs.

The teachables of your character should just be at tier 3 immediatly to be honest.

I believe there is something intentional about the way perks show up (or don't ) in the bloodweb. I have a relative that only recently started playing. He started playing on his brothers log in since his brother has been playing a long time and already has all the perks unlocked. He started playing as Dwight. The Dwight had never been leveled up at all. One of the first perks he got in the bloodweb was spine chill level 1. He equipped it and really liked it. He must have went through a least 10 bloodwebs without level 2 spine chill ever showing up.
He ran across level 1 kindred and tried that in place of spine chill. With spine chill no longer equipped he got level 2 and level 3 spine chill the next 2 bloodwebs. He equipped his level 3 spine chill, but left kindred. He went the next several bloodwebs without level 2 kindred showing up. The moment he unequipped kindred to try something else he got level 2 and level 3 kindred in the next 2 bloodwebs.
I remember having very much the same experience when I was attempting to level up my characters. If you have level 1 or level 2 of a perk equipped it seems like it is much less likely you will see the next level of it in the bloodweb.
I also remember any time I unlocked a new perk to put it on my main character it took multiple bloodwebs before I saw it.
I sincerely believe new perks or perks currently equipped that are not yet level 3 have less chance of showing up in the bloodweb.
