Ps4 hook bug

Have been playing a few killer matches today, Clown, doctor, wraith, you name it. This has happened in all of them so I know it's not killer specific.
I'll go and down someone, pick them up yada yada, but when I got to hook them and press R1 it does a funky glitch where it makes your character start the animation for hooking them but doesn't and cancels it. I have even tried holding the button and that doesn't fix it either. I have had a few survivors that had wiggled free because I couldn't get them hooked. But when I was able to down them again, I was able to hook them (a few anyways)
I'm not sure if this is a hook bug, a killer bug, or what not. Either way, it is very annoying
