What is the deal with it?

It is now avaiable in in-game Store, but there is no news posted about it, no Collection Trailer on their Youtube channel, no tweets.

Was is supposed to go live right now?

    No there isn't. What You posted is a leaked trailer, not an official one from DBD Team. On their channel, there's no Oktoberfest video.

    Probably messed up the release, usually Cosmetics release in around 6 hours from now on. Guess the Trailer will arrive around this time.
