More than likely, it was a cane from the "monastery" that he used because of his injury. When he became the Blight, the Entity needed to give him a weapon and saw how deadly it could be (because seriously, don't underestimate how lethal something with such a small point of impact can be. There was a reason why hitting someone with the crossguard of a sword is called a murder stroke).

This is probably the canon answer; it's a beautiful cane so it might've been from back in England but the monastery giving it to him for his injury makes a lot of sense. If anything, Talbot was like late thirties when he was taken to become a survivor, so he wouldn't need a cane for daily activities if it wasn't for the injury.
