I thought lag switching is gone because of dedicated servers

I‘m playing on Ps4 and I downed all 4 survivors in less than 40 seconds. I thought I won the game and thats it but little did I know, I wasn‘t able to hook one person and I‘m not talking about the current bug. I also wasnt able to down him again when he wiggled off. I remember reading that the dedicated servers made It impossible to lag switch?
