How can Ghostface Stalk while not in Shroud?

This happens to me a lot, but it just happened in a game on PS4. His power wasn't activated, his heartbeat was thumping behind me the whole time, and during the chase I became Exposed and he killed me. I checked his addons after the match but all he had were some low grade boosts to non-leaning stalk time. His power states me must be in Shroud to Stalk anyone, is this right?
I'm not entirely sure where this is posting since most of the options are blocked off. PS4 bug is as close as I could get to General.

The only explanation I can think of that isn´t a bug, cheat or exploit is that he had you "99ed" and just tapped his power to expose you.
