Hooking bug

I play on ps4 and often encounter a bug where I go to hook and the hook bar stutters and keeps resetting when its about 5% full, eben when I step away from the hook and come back. It seems like it may be an exploit because in a game it will happen over and over with one survivor, but not at all with the others. Not my controller because i have no issues ever with breaking things. Its happened at least 6-8 times since the cross-platform update. Often I will be right next to the hook and spend the entire wiggle time trying to hook them and they escape. Lost several matches because of it, probably the most frustrating bug I've come across. Anybody else having this issue?
