    Cybil Bennett, like Alessa Gillespie and Lisa Garland, are very famous characters in Silent Hill. They are of a new 'legendary' rarity because they have new animations, faces, etc., that other skins didn't have until now, as well as technically allowing you to play as another Silent Hill character.

    Because she doesn't look like the original, they butchered her face, like they do with most licensed characters...

    Also for the price legendary skins are not worth it, but that's just my opinion.

    What people are forgetting is the faces are based of PSone graphics. Replicating the face exactly to those specs would make them look even weirder.

    On top of that, no matter what they did, someone somewhere would have an issue.
