no staggering from falling in haddonfield ?

I faced a survivor in haddonfield who kept falling from the middle house without being staggered (i think) its like pre-nerfed balanced landing except he had only sprint burst..now to be clear i am not 100% sure he wasn't staggered since he falls when i am mid animation of vaulting but the time frame is so short for him to reach the house that fast, can anyone explain if i am wrong or something else i dont know ?
