Very Weak
The perk doesn't really help you unless the survivor camps the pallet after being hit as the sprint burst when hit makes them move at 6 meters a second for 3 seconds making a distance of 18 meters.
This means the range of 16 meters the perk has is still a shorter distance then what the survivor can cover just with the hit speed let alone how much distance they will move by just running to the next loop.

Weak
I've used it and gotten one or two hits with it, but it's generally pretty weak, especially as a Hex. Compare this to, say, Devour Hope or Haunted Grounds or NOED which can give you Exposed instant downs. All Blood Favor gets you is maybe a normal hit or two or three if you're lucky. It's not entirely "useless" but the benefit is pretty underwhelming considering it's a Hex.
Personally I think as a Hex they should simply remove the range restriction on it. So after you get a hit pallets all around the map are blocked for 15 seconds with a reasonable cooldown. That might be powerful enough to be worth being a Hex.

Weak
Best case scenario was 2 hits. Worst case scenario was a broken hex totem after 20 seconds in the game. The worst case scenario happened almost every second match. Also most of the time i only got one hit due to the perk.
It definitely feels satisfying to block pallets and see the survivors running past it without beeing able to interact with them, but other than that theres no real reason to use this in my opinion.

Very Weak
The fact that it's a mediocre/bad effect, with a cooldown and a Hex component is almost insulting.
Look at it this way, they could completely remove the hex component of it and it would still be awful and ran by no one, that's how bad it is.
