This wasn't really a nerf. They did this so that tier 3 is better than one.

What goes through my head is a combination of alcohol, 40k miniatures, video games and insanity.
So, yeah. Nerf Discordance, one of the most widely used tracking perks.

I think Coco said it well, they added the tiers so they can increase the grind into the game.
Im starting to think these guys are Bugthesda 2.0 at this rate as I have never seen a more enraged playerbase.
Gotta feel bad for the mods, as even though they are trying their best its basically futile as more and more people come and comment something that is just random insults.

but it was a nerf. Giving a reason doesn't stop it from being a nerf.
I don't even support Discordance being as powerful as it was or is rn anyway, and I'm still acknowledging it as the nerf it is.
