Are DLCs going on Sale or...?

I've heard all of this hype, legitimate or not about actual DLCs previous to silent hill going on sale but we're a few days in to the Halloween 'event', if you could really even call it that. The one thing I am trying to look forward to at this point is the low prices of DLCs I haven't gotten yet to compensate for the cluster that this event has been. Was just wondering if anyone knows when that would/will be because heaven knows that the discounted cosmetics really aren't it (especially Yui's... bleh).

Their website says different dates for different platforms, but October 27th for Steam.
