survivor perk's strength need to be balanced from a team vs. team perspective

the strength of survivor perks need to be balanced around how many escapes that team gets.

if an OoO user dies 75% of the time in their matches but in those games 90% of them have the OoO user as the only death you cant just ignore how much this skews match results. i thought this was obvious but i guess not.

Makes me wonder if they are even trying to look for patterns in D/C's.
