It means they've been "jailed", which lasts for a week. They can only post once every 150 seconds, and cannot create new threads. This happens with the 2nd infraction of the forum rules; the first is a warning, and the 3rd is a 1 month forum ban. After that is a permanent ban (although if the offence is severe enough it can be escalated to a permanent ban at the Moderator's discretion).

You can get a warning/ban for quoting someone else who gets a warning/ban. FYI.

The icon you are talking about is something to show the second offense on our escalation process, called jail, it's a week without being able to open new threads.
