Midwich (Silent Hill map) doesn't spawn pestula gens properly

Hello! So I have been playing two games on Midwich (Silent hill map) and when we have four pestula offerings on its still max 2-3 generators that gets it. Its always the one outside, but not the rest almost. This is clearly a bug because the count should be higher and the killer does get his hooks.
Please fix because it sucks getting that map when we use this "rare" offering.
