Are legendary skins considered "characters"?

For what we know, any legendary skin should be a "new" character, right? If so, were they also trapped in the entity's realm? Are Lisa and Cybil trapped alongside the rest of the SH cast?

Cheryl has some lore on how she ended up in the Entity's realm, but all we have for the other two are their cosmetic's description. For Lisa, it basically explains her (SPOILER) "death", I don't know about Cybil as I don't have her yet.

    The Survivor we "buy" is has a role name. The Survivor for Silent Hill DLC is called "Veteran of Terror"

    So yes, Heather, Lisa and Cybil are Veterans of Terror.

    yeah, I like to believe that Legendary characters consider characters who ended up in the Entity Realm

    Lisa entered the realm near her time of death, similar to Tapp

    according to Cybil's head cosmetic description, she is in the fog, meaning that she was taken in the realm during the events of Silent Hill 1

    Don't forget the Minotaur, he's also in the realm, he was manifested from the memories of survivors remembering the Greek legend

    I believe they are, but they're still from different realities in my head-canon. As an example, the universe Cheryl was taken is not the same as the universe Lisa was. They were taken from different universes. The Minotaur is from a universe where mythology was actual fact.

    Personally, I'd say no. Nothing seems to suggest they are anything more than neat skins. There are plenty of other cosmetics that ignore lore in the store, so I don't see why the legendary outfits would be any different.

    They probably are other characters that are trapped in the entity's realm. I like to think of them as characters that maybe they like the idea of but couldn't figure out what perks they'd have or what powers they'd have (in terms of killer). I know that's probably not accurate, it's just what I personally like to think.

    their perks and killer power is literally the same as the same as the survivor's

    Legendary character for certain characters could have some relation with the perks of the main characters, either because of their personality or occupation, Lisa and Cybill are veterans of terror since they endured the horrors of Silent Hill while the perks and killer power of the Oni works well on the Minotaur. this is great potential to add more.

    For example of an idea concept, if there was an IT Chapter and they want to have a legendary survivor, I can see Ben being a Legendary cosmetic for Felix because they're both Architects and Felix's perks would fit with Ben, or if there is a FNAF chapter, they can have Foxy (or The Pirate) as a Legendary for the Blight since they both dash forward when they attack (though for that to work, they need to have unique animations for the Fox, if they can change the idle for Cheryl, I think they can do that as well.)

    the concept of Legendary character means that they can bring more than two characters into DBD without adding more perks and powers that would more likely break the game or make them useless
